While PAC isn't used in every event when it does and the GM running the event needs a helper that needs to use a PAC in some way right now they have to ask other GMs to come in and help and Mods can't really do anything even if they wanted to help with said event, which just means it takes longer before an event can start if the person is really needed for the event.
Spawn Block on the other hand Letting Mods be able to set them up just takes something off the list that usually only the GM running the event has to set up. Letting Helpers that arent GMs set them up would just all around be useful.
