Wiltos Loading Screen Bug

What is the Bug?: Often, when players first join, they complain they're stuck in the loading screen where the wiltos symbol rotates around and it says "Simulation Starting" or something along those lines before it opens the character selection menu. I've seen a handful of new players complain about this happening and I've simply told them to rejoin or type "retry" in console.

Is it persistent?: Yes.

If so, how do you replicate the problem?: Most likely joining the server for the first time, may have something to do with not having the content pack or first time downloading.

Video or Screenshot if Available: None, as I've not experienced this.

I think it's the same bug as the one where people join the server and are greyed out and can't move before the squad system. But now that we introduced the squad system, it's stuck on that screen because that past bug. I'm concluding this because I've experienced both bugs but I might be wrong.

It might be a hardware issue, because it happened to me on my laptop but it hasn't happened since I got my new PC
