I'm not sure how it would work, but maybe it'd be a role you could apply for; which would allow you to create a quest that would able to be played by admins and above, including those with the quest submitting role and if the quest were approved it would be able to open for everyone. I'd imagine it checking for your administrative part similar to how Jedi quests work (if that is how it works). When quests are approved by admins+, making it available for everyone would just be removing the role check, and for denial, it would just remove it or ask the quest creator to change it. To prevent abuse to get credits, you could have no reward set until it is made available for everyone and would be discussed by the person approving it and the quest maker to find the most appropriate award.
